Government Emergency Ordinance No. 46/2025, recently published in the Official Gazette, officially extended the deadline for adopting the REGES-ONLINE digital platform, the new employee record-keeping system managed by the Labor Inspectorate. Thus, the deadline for complete migration to the new platform has been extended until December 31, 2025.

This decision is meant to help employers who are facing difficulties in the transition process, especially due to technical issues or a lack of administrative resources.

REGES-ONLINE was established by Government Decision No. 295/2025 and replaces the Revisal application, as mentioned in a previous article. The system is mandatory for all employers in Romania, regardless of whether they are public or private entities, authorized individuals, or non-governmental organizations.

Among other things, the platform allows for:

- digital management of individual employment contracts;

- real-time reporting of any contractual changes;

- automatic monitoring of legal obligations regarding personnel records.

According to data released by the Ministry of Labor in September 2025, only about 23% of employers had completed the migration to REGES-ONLINE. Maintaining the initial deadline (September 30, 2025) could have caused administrative bottlenecks and exposed many employers to the risk of fines of up to 20,000 lei.

As a result, the Government decided to extend the deadline for compliance by three months, setting December 31, 2025, as the final date for adopting the system.

 

Recommendations for employers

Although the deadline has been extended, the Ministry of Labor has made it clear that this extension is final and that no further postponement is planned. Employers should therefore prioritize the transition to REGES-ONLINE as an urgent administrative matter.

In this regard, we recommend:

- registering access accounts in REGES-ONLINE, through digital identification (RoEID or qualified certificate recognized by ANAF);

- designating persons authorized to operate in the register, through a special authenticated mandate, where applicable;

- providing internal training for the staff involved or outsourcing the activity to specialized providers;

- verifying the platform's functionalities and testing reporting flows to prevent compliance errors.

REGES-ONLINE marks an important step forward in the digitization of labor relations and the simplification of employers' legal obligations.

Companies that fail to complete the transition by December 31, 2025, risk incurring penalties and disruptions in the management of employment contracts. Therefore, it is essential that the compliance process be planned in advance and managed carefully.
