The Romanian Government has approved the new REGES Online information system for employee records, which simplifies access procedures for employers and employees, reduces bureaucracy, optimizes resources, and enables faster updating of employment relationship data.
Government Decision No. 295/2025 regarding the implementation of REGES Online was published in the Official Gazette on monday, March 31.
This establishes the conditions and deadlines for the complete migration of employee data and for their access to information in the registry.
Employee access
REGES Online will allow current and former employees to access their own data from the registry online and download an extract, providing increased transparency and easier control over their information.
Information to be submitted to the registry
Employers must complete and transmit the following data to the Registry, without limitation:
- Employer data: name, Unique Registration Code, Fiscal Identification Code, registered office, legal representative, and for natural persons, name, Personal Numerical Code, and domicile.
- Employee data: Full name, Personal Numerical Code, Tax Identification Number, citizenship, and country of origin.
- Employment contract details: Contract type, duration (indefinite or fixed-term), workplace (fixed or mobile), salary, position, work schedule, and any bonuses or allowances.
- Other information: Suspension, modifications, or termination of the employment contract, including data regarding secondments or transfers, both domestic and international.
Employer obligations, deadlines, and sanctions
According to the decision, employers have a 6-month period to register with REGES Online.
Failure to comply with this obligation constitutes a contravention and attracts financial penalties, with fines ranging between 15,000 and 20,000 lei.
Additionally, within the same 6-month period from the entry into force of the decision, employers are required to update and transmit all information about individual employment contracts, otherwise risking penalties between 5,000 and 10,000 lei.
Furthermore, the transmission of erroneous or incomplete data constitutes a contravention and is sanctioned with fines ranging from 3,000 to 8,000 lei, depending on the situation.
Next Steps
Within 30 days from the entry into force of the Decision, the Ministry of Labor will issue an order establishing detailed technical procedures for completing, transmitting, and accessing data from the registry.
Employers are encouraged to familiarize themselves with the new regulations and prepare their internal systems for implementation.
